Hazen was created in 1874. Before that it was just a hay stop on the only railroad in the state which during the Civil War ran from Fort Lincoln at DeVall's Bluff into Little Rock. The 7th Army was headquartered at Fort Lincoln and they needed lots of hay.

After the 19th century turned into the 20th the Hazen area gradually switched to producing rice, soy beans and wheat. Today, Riceland Foods does 5,000,000 bushels of grain a season at Hazen. Riviana handles another 6,000,000 bushels. Does that sound like a lot of production? Sam Weems, a Hazen City Councilman, past mayor, past prosecuting attorney, author, and into farm management, made this observation. "If you took only one bushel of grain from each acre of grain produced in the ten small counties of this area you could feed 50,000 people from the Third World nations where rice is the principal diet for a whole year... Personally, when I stop at Hazen to eat during the day I dine at Bednar's grocery store. Their little deli serves some sumptuous food and they don't mind pouring it on thick. Hazen does all the support and gets only 35% of the return. How can a little town of 1,640 people afford to give so much support? So far Hazen is doing so by dipping into deeper pockets. Now that they are digging money out of the old sock, tempers are getting shorter. Hazen figures it is earning a bigger share, like it used to get. "Our officers can get to the trouble scene 30 to 40 minutes quicker than the Sheriff's Department can make it. But the state and the county made a deal between them where they divide the money. " Hazen could cut the police force by three just by not allowing the police force to leave city limits. If the police quit doing errands for the Sheriff's office costs would go down even farther. "But the question is, do we want to leave our state police out there unprotected." What happened? "The county changed their policy and the state changed theirs. We thought we were still operating under the old agreement. We haven't changed our policy, yet." This area has the largest population of native black bears remaining in the south.
