Ahab did.
In the Bible at 1 Kings 16:33 "And Ahab did more to provoke the Lord God of Israel to anger than all the kings of Israel that were before him."
Heavenly Father was very angry with King Ahab.
He sent Elijah the prophet to tell the king to stop doing wicked things, to change his ways at once or there would be BIG trouble.
1 Kings, 17:1 tells what happened. "And Elijah the Tishbite, who was of the inhabitants of Gilead, said unto Ahab, As the Lord God of Israel liveth, before whom I stand, there shall not be dew nor rain these years, but according to my word."
Elijah was warning King Ahab that there would be a drought in the land. What is a drought? A drought is a LACK of water. Rain is 99.6% water and Elijah had the priesthood power to keep it from raining. He even had the power to hold back the dew from settling on the dust.
Ahab didn't listen to Elijah, and it became very dry in Israel.
