Marketing handles are not added on by the publisher to move books. They are built in by the author.
It might help if you look at the imaginary cover of your book and ask yourself what words will get people to open the book. Until you get the book opened you are losing buyers. After it is opened the chapter titles need to keep on selling people on what they will find inside. "Why should I give up my money and my time to read this book?"
In other words: What's in it for me? is the question every potential buyer is asking.
Your answer needs to be in your query, and in your table of contents.
What does a query contain? There are many answers to that question. Some
experts insist a query be only one page long, single spaced, and typewritten. Other
experts say you can sometimes go as high as three pages. Most of the queries we send out
are three pages long. They are illustrated where possible and if space
permits. Many of them are designed to show the editor what a cover of your book
might look like, and how the decs and anecdotes would invite readers inside. Your complete
manuscript is usually sent out only when editors ask for yours specifically. You are responsible for mailing the manuscript to the editor.
Once an editor asks for the complete manuscript, quit mailing samples, unless the editor specifically states MULTIPLE SUBMISSIONS ACCEPTED. Then keep mailing.
Most FICTION editors prefer a query, then a synopsis. Most Nonfiction editors prefer a query first, then a proposal. There are also editors who want to see the entire manuscript on the first go-round, and even ask for an exclusive until they are through looking. (One such editor kept a manuscript two years and then sent it back with a stock rejection form)
You can sell to a conventional publisher and hope the public goes wild about it.
You can go print on demand
You can publish at home
You can have your book published for you.
You can make your own ebook and sell it, or give it away.
You can let an ebook publisher produce and sell it or give it away for you.
You can publish it as a serial.

I just wish most of the publishers would have the courage to TRIPLE their manuscript purchases, stamp their name on the books that they choose, and give authors the chance to surprise everyone with flowering sales. I don't mean to ask publishers to lower their standards; I'm asking them to publish books this way that are escaping them now because of investment constraints.
